April 2007 Board Minutes

Call to Order - 11:05 a.m. by President Kim Poinsett.

Present: Willard Brown, Dave Burns, Daryl Greene, Ed Hoffman, Mark Linderman, Jerome Mahaffey, Eric Marsh, Barb Mayberry, Sharon Palmer, Kim Poinsett, Billy Porch, Larry Price, Phil Quinn and Stephanie Strait. Staff: John Dalton, John Schuerman, Nick Poling, and Diane Lucas.

Approval of Minutes
Dave Burns moved, with Phil Quinn giving the second, that the Board unanimously accepts the minutes of March 12, 2007. Minutes approved.

New Business
New Business was moved up in the Agenda to allow for election of officers. President Kim Poinsett presented the new slate of officers: Mark Linderman as President, Willard Brown as Vice President, Barb Mayberry as Treasurer, and Stephanie Strait as Secretary. Dave Burns moved, with Ed Hoffman giving a second, that the slate of officers is accepted. The new slate of officers was unanimously approved.

Treasurer’s Report
In the absence of Jeff Plasterer, John Dalton presented the financial report. John noted that the report indicates 21% for income and 14% for expenses. This reflects a budget that is on schedule. Ed Hoffman moved, with Barb Mayberry giving the second, and the Treasurer’s Report was approved.

Director’s Report
John Dalton brought everyone up to date on the recent membership drive. WCTV has taken in $2925 in memberships since February, this includes a $1000 membership from Ivy Tech. At this point, the membership drive is ahead of last year’s drive.

In addition to the ongoing issue of the live feeds being down, the other big news is that Comcast will be acquiring the local cable franchise from Insight, with the deal to be closed by the end of the year. John has been working with Insight and the Telecommunications Council and has asked advice from the Indiana Utility Regulatory Commission, as this move regards the current issue with the live feeds.

John spoke with Rich Cody and Ben Bryan of Parallax, and was encouraged by the possibilities with Parallax.

On April 26 the Telecommunications Council will meet again.

Eric Marsh passed out information explaining the Insight/Comcast partnership.

John informed us that the live feed from the City Building would be ready to use next Monday, April 16, 2007.

At the Annual Meeting there was some mention regarding financial barriers to public access. John and the staff are planning to offer a free workshop this summer for training on the equipment. John suggested a plan to offer free memberships for those who demonstrate need. This issue was tabled for the next meeting, when a formal presentation of the material would be forthcoming.

Old Business
Dave Burns suggested limiting special programs to eight per year, but asked to table the discussion for the next meeting

John Dalton thanked Kim Poinsett and Jeff Plasterer for their efforts on the executive committee during this year.
