March 2007 Board of Directors Minutes

Call to Order - 11:05 a.m. by President Kim Poinsett.

Present: Willard Brown, Dave Burns, Daryl Greene, Ed Hoffman, Mark Linderman, Jerome Mahaffey, Barb Mayberry, Sharon Palmer, Kim Poinsett, Phil Quinn and Stephanie Strait. Staff: John Dalton, John Schuerman, Nick Poling, Diane Lucas. Guest: Dara Chamberlain.



Approval of Minutes
Dave Burns moved, with Ed Hoffman giving the second, that the Board unanimously accepts the minutes of January 9, 2007. Minutes approved.

Treasurer’s Report
Jeff Plasterer noted that 2006 ended with a positive balance. Ed Hoffman moved, with Dave Burns giving the second, and the Treasurer’s Report was approved.

Director’s Report
John Dalton introduced Nick Poling, our new Assistant Operations Director, and Dara Chamberlain, our intern from Ball State.

WCTV’s Annual Meeting will be held on March 27, 2007 at the WCTV Studio.

Problems with Insight have been a focus recently. Our back-haul system, which provides live feeds via Insight, has been declared unusable by Insight’s techs. The problems are caused by Insight using their VoIP system over the line, and this has squeezed out the video signal. Insight inspected WCTV’s head end and gave us a clean bill of health. John presented at the most recent meeting of the Telecommunications Council about this issue. John has also emailed or spoken to other users of the live system, including the high school and Earlham College, about the problem. John is working with the City and Insight on the issue.

John anticipates another state-wide meeting of access centers in April or May and hopes to expand attendance to include board members and Telecommunications Council members from various cities.

A recent tech meeting prioritized a list of issues at our head end, and those are now being addressed.

The membership campaign is off to a good start with individual memberships.

The Channel 21 Lottery occurred with 30 producers participating, and 15 producers not turning in a form to participate, though they are now beginning to trickle in. The new schedule began March 4.

Our corporate mailing is producing results, with Belden signing on last month to produce a pair of training videos.

John is on a panel for the Phantoscope High School Film Festival, and WCTV will air the winners.

Old Business
As Ken Paust has resigned, Larry Price of Reid Hospital has agreed to fill his unexpired term. Dave Burns moved, with Ed Hoffman giving the 2nd and Larry Price was unanimously approved.

Dave Burns brought forth concerns about poor quality from some producers. Jerome Mahaffey suggested a seven step process for attending to these problems.
The seven steps are:
1. Evaluate the problem.
2. Write a letter to the producer.
3. Do a House Call.
4. Give two weeks notice for improvement.
5. Re-evaluate the problem.
6. Make a decision.
7. Pull show off the air if problem not corrected.

Jerome Mahaffey moved, with Daryl Green giving the second, and the seven step process was approved.

Good of the Order
